
On April 25, 2025, the State House Anti-Corruption Unit (SHACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), brought charges against the Acting Commissioner for Mapping and Surveys at the Ministry of Lands, Housing and Urban Development, Kakooza Jasper, and nine others before the Anti-Corruption Court. They are accused of their role in the fraudulent creation of land titles pertaining to an existing title belonging to Madhvani Group Ltd, specifically FRV 60 folio 4 in Gomba District.
The individuals charged are:
- Kakooza Jasper – Acting Commissioner for Mapping and Surveys
- Bassajjangabo Hakim – Senior Assistant Secretary at Kabulasooke, Gomba District
- Siwuliliza Andrew Sserunkuma – Chairman, LC1 Mpogo Village
- Nakanwagi Gladys – Former Secretary, Gomba District Land Board
- Hajju Kayongo Badru Ismail – Former Chairperson, Gomba District Land Board
- Nuwahereza Allan Katakanya – Businessman
- Mudenyi Gerald – Security Guard
- Nabimanya David – Security Guard
- Ssenoga Abdu – Casual Laborer
- Kisenyi Harunah – Boda Boda Rider

These individuals, along with others still at large, face charges of Abuse of Office, Forgery, Fraudulent Procurement of Certificate of Title, Forcible Entry, Forcible Detainer, Destruction of Growing Plants, and Conspiracy to Commit a Misdemeanor and a Felony. They have been remanded until April 30, 2025.
In 2024, the commissioner, in collaboration with the accused and others still at large, fraudulently created overlapping titles on an existing title registered in the name of Madhvani Group in 1955. Under the pretense of conducting a boundary opening, they violently seized over 600 acres of land located in FRV 60 folio 4 in Musongole Village, Mpenja Subcounty, Gomba District. This land, belonging to Madhvani Group Limited, was subjected to possession without consent, resulting in the destruction of tea plantations and over 540 acres of natural forest.

Warrants of arrest have been issued for the Deputy RDC of Gomba, Sitenda Nicodemus Mugalu; Physical Planner, Mugenyi Vicent; and businessman, Fred Kirenga.
