    Police Officer Charged with Destroying Evidence and Obstructing Justice

    The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Detective Sergeant (D/Sgt) Ngabirano Protasi, a police officer attached to Nsangi Police Station, before the Makindye Chief Magistrate’s Court on charges of destroying evidence and conspiracy to obstruct the course of justice.

    The charges arise from an incident in January 2025, where Sgt. Ngabirano, together with others still at large, allegedly conspired to falsely implicate Mr. Richard Sewanonda in a case of aggravated robbery.

    Investigations revealed that the officer deliberately removed a key witness statement from an official police file at Katwe Police Station in Makindye Division, Kampala District. He is accused of replacing it with a fabricated statement designed to falsely implicate Sewanonda.

    It is further alleged that Sgt. Ngabirano was working in collusion with other parties who sought to illegally dispose of Sewanonda’s contested land while he was in prison.

    Advocate Arraigned Over UGX 444M Fraud Against Uganda Nurses and Midwives Council

    The State House Anti-Corruption Unit (SH-ACU), working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Mr. Akleo Migisha, an Advocate, before the Anti-Corruption Court on charges of Forgery, Theft, and Conspiracy to Defraud the Uganda Nurses and Midwives Council (UNMC)—the regulatory body for the nursing profession in Uganda.

    Investigations revealed that the accused, in collaboration with several others—including Cissy Mudhasi, a dismissed Magistrate—orchestrated a fraudulent scheme in which they produced and used falsified legal documents to irregularly obtain an arbitral award from court.

    Through this fictitious process, they claimed to have been contracted by UNMC to develop a software and database application, alleging that the Council failed to pay for the service. They then fraudulently secured an irregularly issued garnishee order, which they used to attach the Council’s account. From this, they unlawfully stole UGX 444.3 million.

    Environmental Police Officer Arraigned for Assault and Abuse of Authority in Kajjansi

    The State House Anti-Corruption Unit (SHACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arrested and charged Police Constable Katungi Alex, an officer attached to the Environmental Protection Police Unit, for multiple offenses including assault, land grabbing, and extortion.

    On April 4, 2025, PC Katungi Alex was arraigned before the Kajjansi Chief Magistrates Court on charges of assault. He is accused of repeatedly beating individuals in the Kajjansi area, claiming they were carrying out illegal developments in wetlands. The officer, who is also being investigated for numerous complaints of harassment, illegal arrests, and extortion from residents and investors in the Entebbe and Kajjansi areas, allegedly abused his authority by setting up his own developments in these protected areas.

    He was jointly charged with AIP Hadali Keneth for conspiracy to commit these crimes. Both were remanded until April 9, 2025.

    Further investigations led to additional charges against PC Katungi. On April 10, 2025, he was re-arraigned before the Makindye Chief Magistrate’s Court on charges of demanding property with menaces. The charges stem from a case involving a complainant named Mutebi. Katungi allegedly seized a portion of Mutebi’s land near a wetland, threatening to evict him. The officer then transferred the land to his driver, Kiwanuka Jackson, without making any payment to Mutebi.

    After the Uganda National Roads Authority (UNRA) demolished a structure Katungi had built on the grabbed land, he demanded compensation from Mutebi. He insisted that Mutebi either give him another piece of land or pay him UGX 60 million. Following numerous threats, Mutebi began making installment payments to Katungi in September 2024.

    On April 15, 2025, Kiwanuka Jackson the driver, was also arrested and charged with conspiracy to defraud. He was remanded until April 25, 2025, the same date PC Katungi had been further remanded to.

    PC Katungi Alex remains the subject of several ongoing investigations related to multiple complaints of harassment, illegal arrests, land grabbing, and extortion from various individuals, including investors.

    The State House Anti-Corruption Unit continues to work diligently to bring corrupt officials to justice.

    The Afrika Mashariki Kwetu (AMK) group, a regional youth organization dedicated to promoting awareness and deeper understanding of the East African Community (EAC), paid a courtesy call on the Head of the State House Anti-Corruption Unit (SH-ACU), Brig Gen Henry Isoke.

    AMK champions youth engagement as the vanguard of EAC integration, emphasizing the role of young people in fostering unity, development, and accountability across the region.

    Brig Gen Isoke commended the youth for their efforts in promoting regional integration and reminded them of their vital role in the fight against corruption. He underscored the importance of regional collaboration in strengthening anti-corruption efforts across East Africa and Africa at large.

    “Regional cooperation is key for anti-corruption agencies to make further progress in this fight—through capacity building, knowledge and information sharing, as well as skills development,” Brig Gen Isoke emphasized.

    The meeting concluded with the youth leaders extending an invitation to Brig Gen Isoke to attend the upcoming Kiswahili Conference, scheduled for 14th–16th April 2025 at Kololo Independence Grounds. The conference will serve as a platform to celebrate regional identity, culture, and cooperation.

    The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned six education officials from Ntungamo District before the Anti-Corruption Division of the High Court on charges of causing financial loss and abuse of office.

    The accused are:

    1. Bahati Fred – District Education Officer
    2. Nabaasa Gordon – Municipal Education Officer
    3. Nabasa Rushegyera Abias – Former Head Teacher, Ntungamo Primary School
    4. Komuhangi Allen – Head Teacher, Ruhko Primary School
    5. Munuunura Bernards – Head Teacher, Maato Primary School
    6. Ntereire Geoffrey – Head Teacher, Kikoni SDA Primary School

    The officials have been remanded until March 18 and March 20, 2025, respectively.

    Investigations revealed that the implicated head teachers deliberately inflated pupil enrollment figures in their schools in order to receive larger capitation grants. The District and Municipal Education Officers, whose mandate included verifying and approving these figures, allegedly failed to carry out their responsibilities, enabling the fraudulent submissions to be forwarded to the Ministry of Education and Sports for funding.

    According to records from the Ministry, the Ministry of Finance, Planning and Economic Development (MoFPED) disbursed capitation grants for 124,817 pupils across 249 Universal Primary Education (UPE) schools in Ntungamo District during the 2023/2024 financial year. However, field verification confirmed that the actual number of pupils was approximately 80,000, exposing a discrepancy of more than 40,000 “ghost pupils.”

    This fraudulent scheme is estimated to have caused the government a financial loss of approximately UGX 1 billion.

    The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has successfully arraigned and secured the conviction of Ms. Sarah Atim, Chairperson of Ipito Aweno Parish Development Model (PDM) SACCO in Lira City West Division.

    Ms. Atim was initially charged before the Lira Chief Magistrates Court on June 1st, 2024, with obtaining money by false pretence after it was discovered that she had been fraudulently collecting money from various PDM group chairpersons. She falsely claimed to be in charge of online registration of PDM groups, misleading members into paying her.

    Further investigations revealed that she had also obtained millions of shillings from thousands of PDM beneficiaries across Lira District, falsely assuring them that the payments were necessary for them to access their PDM funds.

    The Lira Chief Magistrates Court has now convicted and sentenced Ms. Atim to one year, eleven months, and three weeks in prison for her role in the mismanagement of PDM funds.

    This conviction serves as a warning to all individuals entrusted with managing public resources, particularly government initiatives such as the Parish Development Model (PDM), that mismanagement and fraudulent practices will not be tolerated.

    The Unit reaffirms its commitment to ensuring that government programs like the PDM—designed to uplift communities and transform livelihoods—are protected from abuse. All those found guilty of misusing public funds will be prosecuted and held accountable.

    The State House Anti-Corruption Unit (SH-ACU), working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Mr. Mutesasira Evans Kaganizo, Chairperson of the Uganda Liberal Teachers’ Union Members SACCO, and Mr. Esiingwa Hassan Maganda, a businessman and Director of Hansem Technical Services Limited, before the Buganda Road Chief Magistrates Court.

    The two face charges of obtaining money by false pretence and conspiracy to defraud over UGX 1.35 billion.

    Investigations revealed that Mr. Kaganizo and others still at large misappropriated over UGX 3.6 billion, part of the UGX 20 billion grant extended by H.E. the President to teachers’ SACCOs to improve their welfare.

    Upon receipt of the funds, the SACCO Chairperson, together with Mr. Twinomujuni Nathan Kakson (Secretary), engaged in questionable transactions, including:

    • Purchase of land in Kira Municipality at UGX 1.3 billion
    • Purchase of 500 acres of unidentified land in Kabwoya, Kyangwali, Kikuube District at UGX 2.75 billion from Hansem Technical Services Limited
    • Acquisition of motor vehicles worth over UGX 250 million

    On 16th December 2024, an installment of UGX 1.35 billion—part of the UGX 2.75 billion land transaction—was paid into the account of Mr. Hassan Maganda, raising red flags that led to the suspects’ arraignment.

    The accused were remanded until 19th March 2025, as investigations continue to track the misuse of funds intended to uplift the welfare of Ugandan teachers.

    Community Development Officer Arraigned in Tororo Over Theft of SAGE and PRDP Funds

    The State House Anti-Corruption Unit (SH-ACU), working together with the Uganda Police Force and the Office of the Director of Public Prosecutions (ODPP) in Tororo District, has arraigned Mr. Asangai David, a Community Development Officer, before the Chief Magistrates Court in Tororo.

    Mr. Asangai faces charges of Theft and Conspiracy to Commit a Felony.

    According to prosecution, in 2023, the accused, together with others still at large, conspired and stole millions of shillings meant for the elderly under the Social Assistance Grant for Empowerment (SAGE) program in various sub-counties across Tororo and Busia districts.

    Additionally, investigations have revealed that the accused and his accomplices are linked to the misappropriation of funds allocated to the Peace, Recovery and Development Plan (PRDP) project in 2022, also in Tororo District.

    Mr. Asangai has been remanded until 19th March 2025 as inquiries continue.

  • SH-ACU Head Engages Rotary Club of Kasangati on Corruption as a Threat to Peace

    The Head of the State House Anti-Corruption Unit (SH-ACU), Brig Gen Henry Isoke, delivered a presentation to members of the Rotary Club of Kasangati on the theme “Corruption: A Threat to Peace.” The engagement was held as part of Rotary International’s February theme of “Peace Building and Conflict Prevention.”

    Brig Gen Isoke highlighted the negative impact of corruption on Uganda’s peace and development, noting that corruption undermines service delivery, diverts public resources meant for the common good, and fuels inequality among citizens. He stressed that corruption erodes trust in institutions, thereby threatening social cohesion and stability.

    The General assured the Rotarians that government continues to make significant strides in addressing corruption through comprehensive legal, administrative, and institutional reforms. These frameworks, he said, are designed to prevent, investigate, and punish corruption while strengthening accountability across sectors.

    Brig Gen Isoke expressed gratitude to Mr. Andrew Kisitu, former Commissioner of Prisons and current Club Secretary, for the invitation. He commended the Rotary Club of Kasangati for its dedication to peace-building, community development, and humanitarian service, noting that such initiatives contribute directly to the social and economic well-being of Ugandans.

    In his concluding remarks, Brig Gen Isoke encouraged Rotary to continue upholding its mandate of promoting humanitarian service, high ethical standards, goodwill, and peace within communities.

    “Rotary’s efforts have a multiplier effect in the fight against corruption—by addressing inequality, enhancing citizen participation, and nurturing ethical leaders,” he emphasized.
