The State House Anti-Corruption Unit (SHACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arrested and charged Police Constable Katungi Alex, an officer attached to the Environmental Protection Police Unit, for multiple offenses including assault, land grabbing, and extortion.
On April 4, 2025, PC Katungi Alex was arraigned before the Kajjansi Chief Magistrates Court on charges of assault. He is accused of repeatedly beating individuals in the Kajjansi area, claiming they were carrying out illegal developments in wetlands. The officer, who is also being investigated for numerous complaints of harassment, illegal arrests, and extortion from residents and investors in the Entebbe and Kajjansi areas, allegedly abused his authority by setting up his own developments in these protected areas.
He was jointly charged with AIP Hadali Keneth for conspiracy to commit these crimes. Both were remanded until April 9, 2025.
Further investigations led to additional charges against PC Katungi. On April 10, 2025, he was re-arraigned before the Makindye Chief Magistrate’s Court on charges of demanding property with menaces. The charges stem from a case involving a complainant named Mutebi. Katungi allegedly seized a portion of Mutebi’s land near a wetland, threatening to evict him. The officer then transferred the land to his driver, Kiwanuka Jackson, without making any payment to Mutebi.
After the Uganda National Roads Authority (UNRA) demolished a structure Katungi had built on the grabbed land, he demanded compensation from Mutebi. He insisted that Mutebi either give him another piece of land or pay him UGX 60 million. Following numerous threats, Mutebi began making installment payments to Katungi in September 2024.
On April 15, 2025, Kiwanuka Jackson the driver, was also arrested and charged with conspiracy to defraud. He was remanded until April 25, 2025, the same date PC Katungi had been further remanded to.
PC Katungi Alex remains the subject of several ongoing investigations related to multiple complaints of harassment, illegal arrests, land grabbing, and extortion from various individuals, including investors.
The State House Anti-Corruption Unit continues to work diligently to bring corrupt officials to justice.
