On April 30, 2025, following H.E. President Museveni’s recent tour of the Parish Development Model program (PDM) initiative in the greater Mubende area, Brig Gen Henry Isoke, the Head of the State House Anti-Corruption Unit, convened meetings with security leaders and civil servants in Kyankwanzi District. The primary aim was to enhance service delivery, with a specific emphasis on addressing PDM initiatives and land-related challenges.

Subsequently, Brig. Isoke conducted community barazas with the residents of Lubiri and Nyabweyo Parishes, as well as the people of Ntwetwe Town Council, all within Kyankwanzi District. These forums provided a platform for residents to voice their concerns and grievances directly to him and district leadership.

Participants raised many serious issues, including allegations of extortion by some PDM officials, the mismanagement of PDM funds by Community Development Officers (CDOs), Savings and Credit Cooperative Organization (SACCO) leaders, and Parish Chiefs. Additional concerns included troubling reports of land grabbing and the illicit sale of government jobs, which have significantly undermined public trust in service delivery.

In response, Brig. Isoke strongly condemned the extortion faced by PDM beneficiaries, emphasizing that such actions are intolerable and must be addressed with urgency. He assured the community of the Unit’s commitment to holding those responsible accountable. Brig. Isoke also pledged to engage with senior management within the PDM to facilitate special support for the affected victims in Lubiri and Nyabweyo sub-counties.

As a part of the ongoing efforts to investigate these allegations, several SACCO leaders were arrested and subsequently brought before the Kyankwanzi Magistrate Court. Investigations into the various incidents are underway, aiming to restore integrity and trust in the PDM program.
