SH-ACU Restores Order at National Camping and Scouts Centre – Kaazi, Seven Arrested and Arraigned

Busabaala, Kampala, Uganda – The State House Anti-Corruption Unit (SH-ACU) has successfully intervened to restore management of the National Camping and Scouts Centre, Kaazi, to the Uganda Scouts Association (USA) following a forceful and illegal takeover. The Unit’s action comes after petitions were filed by the State Minister for Lands, Hon. Mayanja Sam, and the Uganda Scouts Association.

On August 18, 2025, the SH-ACU, in collaboration with security agencies and stakeholders led by Dr. Kedrace Turyagyenda, the Permanent Secretary of the Ministry of Education and Sports, returned control of the Kaazi Scouts land and assets to the Uganda Scouts Association, the body officially recognized by the Ministry.

The intervention was prompted by a petition from the Uganda Scouts Association, dated July 30, 2025, which detailed the unlawful occupation of the facility by a faction operating under the name “Uganda Boys Scouts Association Ltd.” The group is accused of a series of illegal activities, including:

  • Demarcating and grading plots of land without authorization.
  • Selling off approximately two acres of land belonging to the Centre.
  • Grading the Arena ground, toilets, and kitchen facilities.
  • Destroying a significant portion of the over 100-year-old historic forest.
  • Vandalizing a watchtower donated by the German Government.
  • Illegally mortgaging two Scouts’ vehicles.

On August 21st, 2025, SH-ACU, working with the CID and the Office of the Director of Public Prosecutions (DPP), arraigned seven scout leaders before the Makindye Magistrate’s Court. The accused were charged multiple charges, including unlawful occupation of land, malicious damage to property, conspiracy to commit a felony, forcible detainer, and forcible entry.

The suspects have been identified as:

  1. Buragahare Mujuni Patrick
  2. Butumbwire Stephen
  3. Mugisha John
  4. Musoke Stephen Brian
  5. Mununuzi Alex
  6. Orwanga Michael Richard
  7. Anyango Francis

They are alleged to have mobilized a large group to violently take over the National Camping and Scouts Centre at Kaazi–Busaabala, Masajja Division, Makindye Ssabagabo Municipality. The group reportedly caused extensive destruction, including cutting down historic trees and demolishing structures such as kitchens, latrines, a watchtower, water tanks, and pipes.

Investigations into the matter are ongoing. The SH-ACU reiterates the Government’s commitment to protecting public property, preserving national heritage, and ensuring that those who abuse positions of trust are held accountable.
