The State House Anti-Corruption Unit (SH-ACU), working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Mr. Mutesasira Evans Kaganizo, Chairperson of the Uganda Liberal Teachers’ Union Members SACCO, and Mr. Esiingwa Hassan Maganda, a businessman and Director of Hansem Technical Services Limited, before the Buganda Road Chief Magistrates Court.

The two face charges of obtaining money by false pretence and conspiracy to defraud over UGX 1.35 billion.

Investigations revealed that Mr. Kaganizo and others still at large misappropriated over UGX 3.6 billion, part of the UGX 20 billion grant extended by H.E. the President to teachers’ SACCOs to improve their welfare.

Upon receipt of the funds, the SACCO Chairperson, together with Mr. Twinomujuni Nathan Kakson (Secretary), engaged in questionable transactions, including:

  • Purchase of land in Kira Municipality at UGX 1.3 billion
  • Purchase of 500 acres of unidentified land in Kabwoya, Kyangwali, Kikuube District at UGX 2.75 billion from Hansem Technical Services Limited
  • Acquisition of motor vehicles worth over UGX 250 million

On 16th December 2024, an installment of UGX 1.35 billion—part of the UGX 2.75 billion land transaction—was paid into the account of Mr. Hassan Maganda, raising red flags that led to the suspects’ arraignment.

The accused were remanded until 19th March 2025, as investigations continue to track the misuse of funds intended to uplift the welfare of Ugandan teachers.
