SH-ACU Background

Uganda has taken significant efforts in the fight against corruption as evidenced by the institutional and legal framework, government policies and the commitment of the President towards zero tolerance to corruption.

Despite these efforts, Uganda continues to feature in global and regional reports as a country infested with corruption.

It is upon this background that the President acting under Article 99 (4) of the Constitution, established the State House Anticorruption Unit (ACU) on 10th December 2018. It was created to coordinate citizen’s corruption complaints to the presidency with the population and the constitutionally mandated agencies—with a view to obtaining a speedy resolution to these complaints.

As its strategic contribution to this vision, the Unit envisions a well-coordinated, effective and result-oriented response to corruption complaints by all existing anti-corruption agencies.

Greetings from the State House Anti-corruption unit. Corruption in the world over continues to pose the biggest stumbling block to society. It hinders economic, political, and social transformation of any nation. In his State of the Nation address in 2019, His Excellency the President of Uganda, Gen (Rtd) Yoweri Kaguta Museveni called corruption “Public Enemy No. 1,” the remaining obstacle to Uganda’s development.

The State House Anti-corruption Unit (SH-ACU) was established to act as a catalyst for the speedy resolution of corruption complaints reported to the office of the President. Since inception of the unit, several achievements have been registered. The number of complaints received, handled and more importantly closed, continues to grow.

Working closely with the police, the judiciary and other anti corruption agencies, a number of suspects have been arraigned in the courts of law on account of corruption. The Unit has also been able to intervene in humanitarian crisis situations from rescuing distressed Ugandans from the bondage of slavery and abuse in the Middle east to distress calls from mothers whose babies were abducted. It is also worth noting that over thirty billion shillings has been recovered and saved from various state institutions and returned to government

Laws and Policies

The Constitution of Uganda

Article 99 (1) provides that the executive authority of Uganda is vested in the President and to be exercised in accordance with the Constitution and the laws of Uganda and in Article 99 (4) provides that the functions conferred on the President by clause (1) may be exercised by the President either directly or through officers subordinate to the President. It is under this provision that the President established the State House ACU.


Article 17 (i) of the 1995 constitution gives the citizen duties and obligations to combat corruption and misuse or wastage of public property. Also, objective XXVI (iii) under the National Objectives and Directive Principles of State Policy states that all lawful measures shall be taken to expose, combat and eradicate corruption and abuse or misuse of power by those holding political and other public offices. ACU’s direct engagement of the citizenry to combat corruption is primarily guided by the constitution.

The Inspectorate of Government Act, 2002

This Act provides for the IG to foster the elimination of corruption, abuse of authority and public office; to take necessary measures for the detection and prevention of corruption in public offices.

The Inspectorate of Government is therefore a key partner to the ACU and the ACU collaborates with the institution on a day-to-day basis to refer cases and to offer support in investigation.

The Uganda Police Act, 2006

This Act establishes the Uganda Police Force, whose functions include preserving law and order; preventing and detecting crime; and cooperating with the civilian authority and other security organs. The ACU therefore collaborates with the police to report cases, commence investigations and conduct joint operations.

The Anti-Corruption Act, 2009

This is an Act to provide for the effective prevention of corruption in both the public and the private sector by defining corruption, setting offenses and penalties, outlining the powers of the Inspector General of Government and the Director of Public Prosecutions, and related matters.

The ACU coordinates and collaborates with the IGG and DPP in the day-to-day management of cases reported through the ACU.
