SH-ACU received a whistleblower complaint that officials of Hoima District had irregularly hired out district equipment to a private farmer in Kiryadongo District. Investigations confirmed the allegations where an excavator and a wheel roller were retrieved from the private farm. The district chairman, district engineer and three other members of the district executive committee were charged with forgery and conspiracy.
