In FY 2017/2018 successive Town Clerks of Arua Municipal Council allegedly diverted UGX436m meant for road works. Instead, they paid allowances of individual officers and councillors. SH-ACU visited the municipality and investigated the case. Three officials in office of the Town Clerk and the treasurer were charged with abuse of office and diversion.

Following a complaint of mismanagement of local revenue received by the municipality, investigations revealed that the Town Clerk, his assistant and council accountants were complicit in the irregular payment in September 2019 of UGX15m to Vince Tours Uganda Ltd in disregard of laid down procedures.
